Susan Rice, President Barack Obama’s former national security adviser, on Wednesday declined Sen. Lindsey Graham’s request to testify before a Senate Judiciary subcommittee hearing next week on Russian operations during the 2016 election campaign.
Rice’s lawyer, Kathryn Ruemmler, wrote in a letter sent to Graham and the panel’s top Democrat Sen. Sheldon Whitehouse saying her client is willing to help congressional investigation as long as it is bipartisan.
Ruemmler argued that Whitehouse had expressed objections to Rice testifying before the subcommittee, which is a “significant departure from the bipartisan invitations extended to other witnesses.”
“Under these circumstances, Ambassador Rice respectfully declines Senator Graham’s invitation to testify,” Ruemmler wrote.
Rice’s appearance would have her answer questions about possible “unmasking” of American citizens caught in the surveillance of foreign targets by the intelligence community.
Rice was under fire when President Donald Trump accused her of directing intelligence analysts to disclose the names of his associates.

She gave a very flimsy excuse for not testifying via her lawyer:
Rice considered the invitation a “diversionary play” to distract attention from the investigation into Russian election interference, including contacts between Trump allies and Russians during the campaign, the source said.
